NORTHAMPTONSHIRE LADIES COUNTY GOLF ASSOCIATION
CONSTITUTION AND RULES - REVISED NOVEMBER 2008
NAME :
The Northamptonshire Ladies County Golf Association.
OBJECTIVES:
To Foster County Golf in Northamptonshire.
To employ the funds of the Association in such a manner as shall be deemed best for the interests of women’s golf in Northamptonshire. The Association is a non-profit making organisation. The Association shall not make a distribution of any surplus save to a non-profit making body.
To maintain and regulate all competitions and matches for which the Association is responsible.
CONSTITUTION:
The Northamptonshire Ladies County Golf Association shall consist of :
Officers, Representatives, Delegates and Members.
OFFICERS:
The President, Captain, Vice-Captain, Ex-Captain, Honorary Secretary, Honorary Treasurer and Competitions Secretary
REPRESENTATIVES:
The County Representative for the Midlands South Region, the Junior Organiser, Cecil Leitch Organiser, Training Officer and Handicap Adviser. The Officers and Representatives form the Executive Committee.
DELEGATES:
Each club in the County affiliated to the Association is entitled to send three Delegates, with voting powers (one of whom should be the County Club Delegate), to the Autumn and Spring Meetings. The Captain and Secretary of the Northamptonshire Lady Veterans Association and The Society of Past Captains are entitled to vote. Proxy votes, in writing, will be accepted. The Representatives do not vote at these meetings.
ELECTION OF OFFICERS:
The Vice Captain automatically becomes Captain after two years in office. The Past Captain serves for a further two years.
The Vice Captain, Honorary Secretary, Honorary Treasurer, Competitions Secretary, Cecil Leitch and Junior Organiser shall be elected every two years; they may serve a maximum of six consecutive years and will not be eligible for re-election for one year.
The County Representative is eligible to serve for three years under the E.W.G.A. Regulations.
Nominations from Clubs and the Executive Committee, for the above Offices, shall be lodged with the Honorary Secretary fourteen days before the date of the Meetings, duly proposed by an Affiliated Club and seconded by another Affiliated Club or the Executive Committee.
POWERS OF THE EXECUTIVE COMMITTEE
a) To conduct and have all responsibility for County events.
b) To arrange for three non-competing members of the Executive Committee to deal with any queries, which may arise from any competition, whose decision shall be final.
c) To deal with any questions in connection with County Golf arising from L.G.U. E.W.G.A. or Midland South Regional Meetings for which it is not deemed necessary to call a full meeting.
d) To nominate the President who is eligible to serve for four years.
e) To submit a nomination to E.W.G.A. for Handicap Adviser, whose term of Office shall not exceed ten years, and will not be eligible for re-election for five years.
f) Four shall constitute a quorum.
MEETINGS
There shall be up to four Meetings of the Executive Committee and Delegates each year.
1. IN THE AUTUMN
Current members of the County Association may attend, without voting powers. Notifications of the date of the meetings shall be given to all Clubs, Veterans Association, Society of Past Captains, and all Association Members of a Club affiliated to the Association.
1. To hear reports from Officers and Representatives.
2. Biennially to elect Officers and Representatives.
3. To announce the dates for all County events.
2. IN THE SPRING BEFORE APRIL 1st
1. To adopt the Accounts
2. To discuss arrangements for the County Championship and all County competitions.
3. To hear reports from the Officers and Representatives
4. To make the Cecil Leitch and Scratch League draws for the following year.
RESOLUTIONS
The Executive Committee or an Affiliated Club may bring forward any resolution, duly proposed and seconded, at the above Meetings, provided that a notice, in writing, be lodged with the Honorary Secretary before 30 September or 31 January.
SUBSCRIPTIONS
· An Annual Subscription, on a sliding scale according to membership, shall be paid by Clubs, Lady Veterans Association and Society of Past Captains in Northamptonshire, wishing to become affiliated to the N.L.C.G.A. by 31 January.
· An entrance fee shall be paid by Clubs wishing to compete for the Cecil Leitch and Scratch League by 31 January.
· Finance to be raised by a mandatory per capita levy from every playing member of a golf club affiliated to EWGA. Payment of a per capita levy will entitle her to be a Full or Associate Member of the County as defined by EWGA County Golf Regulations, effective January 2006. This to be paid by 31 January.
· All subscriptions and entry fees are open to annual review and any alterations shall be effective at once.
COUNTY TEAMS
The Captain, Vice Captain and Immediate Past Captain are responsible for the selection of players for the County team trials and ultimately the selection and management of the County team. The Vice Captain is responsible for the County second team.
The position of County Training Officer will be appointed by the Executive Committee, he/she will be responsible for all aspects of County training and will serve on the Executive Committee with no voting powers.
COUNTY COLOURS
Three matches, either singles or foursomes, played against the Counties in the Midland South Region County Week, qualifies for the award of First Team Colours. Second team badges are awarded for three matches played against other Counties.
GIRLS
The Junior Organiser is responsible for all matters concerning girls golf and making reports at the Autumn and Spring Meetings of the Executive Committee and Delegates.
AMENDMENT OF RULES
Any amendment of the Rules of the Association can be effective only after notice and particulars of the proposed amendment have been given and duly passed at a Meeting of the Executive Committee and Delegates.
RULES OF THE GAME
The latest Rules published by the Royal and Ancient Golf Club of St. Andrews shall apply.
